The purpose of this contract is to award a contract for classroom and administrative

furniture for the new high school, to also include equipment to move that furniture,

such as chair trucks and book trucks, and also for the installation of that furniture.

Due to the very substantial quantities of furniture, they require to furnish an entire

high school campus.

We believe that a separate contract would present the best value for the district.

So an RFP was issued as opposed to trying to buy this furniture equipment off of our existing furniture contract,

which is for indefinite quantities.

As a result, savings were achieved when compared to our current contract for indefinite quantities.

when we believe that those savings represent around 7 to 8 percent in terms

of total cost since the design of the schools have modified a repeat and after

meeting with the construction and teaching and learning officials it was

determined that the new high school would in general use the the current

Unknown speaker not human verified

instructional model for classroom and office furniture setup so when

developing the RFP we use the current district specifications and the

standards for each of those items that we've listed.

We also believe, as we reviewed the proposals, that the best value would be realized by awarding

one vendor for each group of items.

We can realize greater efficiency in this manner, as we can have a limited number of

vendors that might be involved in either installation or chasing down the warranty items that will

Unknown speaker not human verified

inevitably ensue.

And it's also a more secure process for us from an installation standpoint as well, since

there will be a limited number of vendors with installers in the building at any one

Unknown speaker not human verified

point in time.

Some of the grouping of items examples include classroom furniture other than teacher desk,

include administrative office furniture along with teacher desk, that's a separate category,

and you'll see throughout some other smaller groups, folding tables, art tables,

cafeteria tables, and so on. The evaluation criteria included the product

quality, the cost of the product, and also very importantly the

ability to meet the district needs in delivery and installation of the

Unknown speaker not human verified

furniture. The recommendations, as I mentioned, were by groups of items. In

In almost all instances, it was awarded to either the lowest cost for an individual type of item

or for the lowest overall cost in a group of items as well,

and that's for items that met the district specifications.

When it was not the lowest overall cost, an example,

the only example I believe is with administrative furniture and the teacher desk,

the recommendation is to the next lowest overall cost,

And the reason for that recommendation was that was deemed to represent the best value

for the district because of the installation history we have with that particular vendor

as well.

The recommended vendors for the various groups of items, there were three vendors ultimately

recommended.

Indico Sales for classroom furniture other than teacher desks and chair trucks.

JR Inc. for the administrative furniture, the teacher desk, folding tables, room dividers,

lecterns, cafeteria tables, and book trucks. And lastly, the third vendor

recommended was Educators Depot for art room tables and table trucks as well.

Annual expenditures, the cost of this contract is expected to be around

$950,000. That may change as quantities may change slightly as we go through the

installation process and these funds are included in the 2010 bond authorization

Really, we're presenting this on behalf of really the Fine Arts Department

and specifically McMean's Junior High,

who has just very recently replaced their choir uniforms,

existing choir uniforms, over 10 years of age or so.

They have sought to repurpose some of those choir uniforms throughout the district.

They may go to other music programs at other district campuses

that might have a need for the performance wear.

these are also used for costumes for Finite Place, those type of things as well.

Anyway, the choir director at McMeans Junior High solicited,

tried to inquire of other area districts, specifically, I believe, in particular,

Houston ISD to see if there were any needs out there.

And some of you on the board may recall we've actually done something similarly

a couple of years or so ago as well.

Well, nevertheless, Revere Middle School, an HISD school that's located near Westheimer in Sam Houston,

Tollway, expressed an interest in the black dresses.

It's about 50 of them or so.

Generally speaking, our board policy allows for us to dispose of any furniture or equipment that's deemed surplus.

It has a caveat in there, the provision, if you will, that we have to dispose of at fair market value.

But there's not much value in these uniforms as well.

We don't expect any residual value.

As I said, we redeployed those that we can throughout the district.

And so to donate them is really outside the parameters of my office, given our board policy as well.

Tonight we're bringing to your attention the performance

objectives set by each Katy campus. The statute indicates that the performance

objectives should be based on the student achievement indicator system. Yet

as Mrs. Holland noted last month, the Texas accountability system is under

revision and until very recently we had no information from TEA regarding

Unknown speaker not human verified

individual student performance on the STAAR Test administered last spring. This

Unknown speaker not human verified

This made setting performance objectives more difficult and speculative than in prior years.

You received an electronic file with the performance objectives set for

Unknown speaker not human verified

each school by the principal and campus staff in the areas of reading, writing,

Unknown speaker not human verified

math, science, and social studies as applicable to the grade levels served by the school.

As you could see, there is variety in the performance targets.

In the absence of guiding information from the state, some schools chose to use the federal

AYP targets of 93% for reading and 92% for math.

Others set targets based on incremental improvement steps that would allow the school scores to

reach the 90% or better mark in the near future.

Since we are in the middle of a legislative session and we know that this is a topic that

is being discussed, we really don't know what decision may come out of the legislature.

Rather than changing our existing policy, which may in fact be the policy later, we

are recommending that the board adopt a resolution that would set aside the existing policies

policies for this short period of time and allow us not to make policy changes in the

event that we have to go back to the policy as it currently exists. So we are asking for

And so some of those things, our membership does not mean that we're in support of.

Because the democratic process, they go through their consensus making, you've been there,

you raise your hand, and the more that hands go up that says this is ours,

And so, kind of the gentleman's agreement is that we're not going to actively support for the thing,

What the strength comes, though, is that there are a number of organizations that,

if they haven't adopted it but we see it very unique to KDISD, we may be able to forge a partnership so that other folks will advocate for that as well.

And so that's important that we're going through this exercise to identify the things that we really see as relevant and unique to KDISD, so to speak.

We were talking with some folks earlier about we have lots of special laws for schools that don't do well.

And we have been very successful as a school district for lots of reasons.

But we still find ourselves on the receiving end of a lot of things that they target other districts that don't really help us at all and could even hurt us.

You sent out the targeting the newspaper full employment act for publishing agenda.

that but again the and what you're talking about specifically is that right

now there's a long-standing public requirement that you have to post

notices in certain publications and the description may or may not be one in our

community right that's widely read whereas we can post on our website or

send out electronically and there's lots of folks will see that there's

legislation pending now regarding calling bond elections about transparency and whatever.

And I'm all for that, but my concern is when you start adding certain language to the ballot

and the ballot language gets that long, that's an automatic no for me because I don't get

Because you ask for that and then when the language shows up on the ballot, does it really

say what you thought it was going to say for the average person?

And so I think there may be other ways to meet the gist of the legislation, but maybe not in that same form that's proposed then.

The accountability system, they had hearings around the state, and community after community said, less testing, less testing, less testing.

And so when these districts get together to talk about things,

we looked at some of the legal terms that says the Supreme Court,

after the last lawsuit, I believe,

told the state that they are required to look at how much it costs

for the things that they mandate for us.

They are required to do a study that tells them how much money it costs for

all the mandates they give to us. They did it once, they realized that they

weren't paying enough for it and they've not done it again. And it says the state

shall do a study, shall do a study every time they meet, was it once a year or

every biennium but but it was they only did it once when they realized they

weren't funding it they just stopped doing the studies so they know that they

are caught they are cutting funds and adding cost and in the in the meantime

tying our hands and our success is suffering I believe from that dr.

things like fewer testing days maybe even a local control back with the

school start date some of if I could offer this madam president that's what

they're saying but the reality is the Supreme Court's not gonna give them a

solution they would only give them a how they'll say it is not constitutional you

must do something then they've got to come back come up with the how so I

think we're being talking with them now okay to help them develop a response to

that question again we hear that here all the time it sounds great to those

those who don't understand the way the process works.

They'll be told, yeah, RNA is constitutional,

it's not constitutional.

And then they've got to come up with a how.

And so we're part of the attractiveness of the state's business outreach, and yet we've been left on our own to pay for it.

And so we want them to help us where they benefit from increased sales taxes.

We want to benefit from the fact that our values grow.

We want to keep the revenue from that value growth.

Because all those things are drivers for the investment,

that they might have available to address some of the problems.

and let them know, continue to let them know that it is a priority for the districts.

You know, I'm partial to fast growth because there are things there that are small dollars

that possibly could get done.

And KDV in a fast growth district, it's specific to us.

And one of the things is the, looking through here it looks innocent, but it's the new instructional

facility allotment money.

That's the money you used to get per student for every time you opened a new school, you

got $250, received $250 per student.

It was $500 per student and they never made it to $500, they reduced it to $250.

That is still in law, but they didn't fund it in their budget process.

The law says that you receive it, but there was no money there.

This year we opened three elementaries, a junior high, et cetera, et cetera.
