couple of objectives I've reached one of the things I like the least about this

job is bond elections the second thing I like the least is results upon elections

when you have to look at attendance boundaries being changed when you add

any schools we have tried several ways during my tenure in KDISD of looking at

modifications and where to point now we're going to make a decision regarding

regarding the next one. We'll open high school number seven this fall and we have done some plenary looks at things but we don't have any recommendations. But tonight we want to talk to the board and hear from the board regarding two things. One is what process will we use this time around and also what is going to be the scope of this attendance boundary process and any other values that the board would like for us to work through as a staff.

I appreciate having the opportunity to come before you tonight to discuss the attendance boundary modification process.

Tendency boundary modifications are nothing new to the district and is an important item

to address as we prepare to open High School 7 next fall.

I have resources in reserve to assist me tonight.

That would include Dr. Chris Poole from Population Survey Analysts, our demographic consultant,

Peter McElwain, our district architect and planner, and Scott Dunlap, who in addition

to being the district's energy management coordinator, has another duty as assigned

is our internal demographic coordinator and has a grasp of land use zone planning that is second to none.

The goals for tonight's meeting are straightforward.

They are for the board to provide direction on the process to be used for the upcoming attendance boundary

and to identify what the scope of work is for this ABM.

Working with our demographic consultant, we have already completed much of the work of geocoding

or matching students to physical addresses.

later this month we take a snapshot of the students in the public education

information management system and use that snapshot to validate the work we

Unknown speaker not human verified

have done today this is also the snapshot demographic data that is

reported to the state on october twenty ninth we present to the board the annual

demographic report which includes projection several years out by land use

Unknown speaker not human verified

zones

additionally we could have one or more ABM options or scenarios for the board

to review at that meeting in November a draft recommendation could be taken to

the board with approval sought as early as December this is a frequently used

slide and what it shows is the process that fundamentally we've used for the

past several years but there's been some discussion that this process has lived

its useful purpose and was not as productive as desired so as we move

towards addressing attendance boundaries for high school seven we have an

excellent opportunity to take a look to see if there is a different process that

we might consider some of the factors that we should consider include

designing if it should be led in-house or through a consultant or a hybrid of

Unknown speaker not human verified

the two to what degree does the board desire to look at the options to what

Unknown speaker not human verified

degree of public input is desired and how that input is to be received now

last year the ABM wasn't decided until January but the timelines associated

Unknown speaker not human verified

with opening a high school would be better served by a December decision

Unknown speaker not human verified

also to be considered could be the approval authority for the ABM there is

Unknown speaker not human verified

nothing in law or nothing a policy that requires the board to approve the

Unknown speaker not human verified

attendance boundaries and how the ABM decision is communicated to the

Unknown speaker not human verified

community the next three slides offer a comparative process that is currently

being used in a large nearby district in their process the board approves the

Unknown speaker not human verified

process for establishing attendance boundaries the considerations they use

Unknown speaker not human verified

include much like ours how close the school is to the kids what the feeder

system is what the capacity of the school is enrollment projections for the

Unknown speaker not human verified

next five years just like we do use of physical boundaries and developing

Unknown speaker not human verified

attendance boundaries and input from the community and I should mention that is

Unknown speaker not human verified

my understanding in this case that the community input is limited to email and

Unknown speaker not human verified

written correspondence this slide reflects the actual process that they

are using and hate to do this to you but we're going to run through all these

Unknown speaker not human verified

steps and I'll try to do it as quickly as possible in this in this other

process the administration works with the demographer and they jointly develop

options the board specially calls meetings it could be after one of our

Unknown speaker not human verified

board meetings to discuss attendance boundary options and review the public

Unknown speaker not human verified

input which has been received to date the boundary options are made public via

Unknown speaker not human verified

variety of media which includes an opportunity for the public to provide

Unknown speaker not human verified

feedback through email and written correspondence the administration and

Unknown speaker not human verified

the Margaret's demographer would study the residential development student

Unknown speaker not human verified

enrollments and take a look and see if there was any any other options that

Unknown speaker not human verified

needed to be considered for that year and then to bring forward a

Unknown speaker not human verified

recommendation to the Board of Trustees in their case no later than January but

Unknown speaker not human verified

But again, for high school, I'd like to push for a December decision.

I want to touch on communication, and I thank Steve Stanford, our communication director, for assisting with the next two slides.

And you see here a three-pronged strategy, with the first phase being an education phase,

and that's the why and the how of the ABM, which would take place immediately.

Then the participation, public input, however that's chosen to take place over the course of October, November, and December.

And then a notification in December, no later than January.

There may be some options, depending on siblings or grandfathering,

that may spill into January that need a little cleanup work.

Audiences, there's a number of them.

This just lists Fords, parents, homeowners, homeowners associations, realtors, and staff.

Certainly we use the traditional communication tools, and you see them there,

everything from releases, websites, social media, our updates,

as well as something new for attendance boundaries this year,

and that's direct mail with two opportunities for direct mail.

One being people letting them know that it's coming in those areas that it may be impacted.

And the second piece, what the approval was.

And that mail would also direct them how to get the additional information through the website.

It would also provide information on how they could provide their input.

So discussion goes.

I try to provide some framework, really just two of them.

What is the process that we move forward with this next year?

and then what is the scope of work for planning for this fall?

And that leads us to discussion.

So at this point, are there any thoughts on using either our old process,

perhaps the comparative process, or perhaps something else?

Can you quickly go over what our current process is?

if I can find it I can yeah let's see okay the last year if you remember it

seems like yesterday the first phase we talked to the public about what our

assumptions were we spent a lot of time about talking about assumptions and

values and we went through a list of those I think there were 20 or so

assumptions everything from how close the school was so whether portables were

Unknown speaker not human verified

important or not so we spent some time on that with the community we were

Unknown speaker not human verified

working concurrently with our demographer to come up with a soft

Unknown speaker not human verified

recommendation trying to consider as many of those those values the public

Unknown speaker not human verified

had before we had a soft recommendation we put that out to the public we had a

Unknown speaker not human verified

public forum had a lot of folks who registered for it not a lot of folks who

Unknown speaker not human verified

attended it we received much more input online probably about ten to one input

put online compared to to folks who were there took a recommendation to the board

you know change it a little bit took it back to the public took some more

Unknown speaker not human verified

feedback and then eventually brought it back to the board so I think we had

three public forums and an opportunity to discuss it with the board I think

Unknown speaker not human verified

both during the work-study and regular board meeting all the way until January

Unknown speaker not human verified

and the actual schedule I think literally started with the webpage going

up the day after the demographic presentation with the board so by the

Unknown speaker not human verified

end of October we already had the ABM website online

mr. Gunnell last year I seem to remember the process sort of crescendoed the

closer it got to the final recommendation the more people showed up

Unknown speaker not human verified

at our public meetings is there a way this year to get to that crescendo a lot quicker

in other words get the preliminary recommendation out there because i think people respond once they

see the map and then we can begin to get that feedback and make changes rather than have a

Unknown speaker not human verified

lengthy process before we even see a first map yep a a great point i i think we're in a position uh

to perhaps bring back something with lines on it as early as October the 29th when we meet with the board,

which advances that a little earlier than it has been in the past.

Then we could have a public meeting after that, based upon that map.

I think one of the things we need to discuss are whether we choose to have public meetings

or we go with the comparative model, which does not use public meetings.

Having said that, recently just received word from Klein that they're no longer,

after last time will be moving forward with public forums either as they don't consider

them as productive as they'd like to be because the nearer you get to the decision point the

more and more voices you hear and it's tough to distinguish the signal from the noise.

Mr. President, one of the challenges we've had last year and the past couple times actually

is we'll put an option out and folks will look at it and say okay, I'm happy with it.

so they don't come to the public forum.

Others who don't like it come to the public forum

Unknown speaker not human verified

and give us lots of feedback, and we actually listen to it,

Unknown speaker not human verified

and we implement some of it,

Unknown speaker not human verified

which changes the options that the folks were happy with.

And we have the next public forum,

Unknown speaker not human verified

the folks who were happy last time are unhappy this time,

Unknown speaker not human verified

so they come, and those who were happy after the forum

Unknown speaker not human verified

don't come back, and then get more input.

And the problem is that we've actually utilized the input.

I shouldn't say a problem, but what has become a challenge is when you utilize input, it

does change the map and folks have to come to both forums or however many forums we have

and regardless of whether they're happy with the initial soft recommendation or not.

Mr. Gunnell, does a comparative model do a good job of presenting you the steps for you

to go through and are you comfortable with using that model?

I'm very comfortable using that model I haven't talked about it in cabinet and

with staff and with the neighboring districts seems to work well you know

particularly when we're just looking at rezoning for high school seven where the

level of interest is probably going to be only a relatively few folks and

Unknown speaker not human verified

depending where that line shifts from time to time you're either going to hear

Unknown speaker not human verified

as I'm superintendent said from from one group or or the other you know I think

Unknown speaker not human verified

we have some real real good ideas of of where those impacts already are and where we're probably

Unknown speaker not human verified

going to hear the those voices so i'm very comfortable using that comparative model which

is one of the reasons of all those models that i reviewed over the last couple months have selected

to bring this one forward as something for us to take a look at mr adams mr canal and uh so some

Unknown speaker not human verified

Some givens are that what you're saying is this is for high school 7.

And while it is for high school 7, it also involves other high schools

because we will be taking students from those other high schools.

And I think that another thing that we have to also say as a given is the fact in the past,

and I'm not saying this is written in stone here,

but is that we've started that high school, opened them up with 9th and 10th graders.

That's correct.

So I think that we have to certainly make sure that when we start this that we have all the givens out in front of us to know what the plan is because we don't want to enter this with an idea of thinking it's one way that it might be another way.

Right. Even though we have opened some high schools with 8, 9, and 10 usually because of growth, I anticipate only opening high school 7 with 9th and 10th grades initially.

I know in South Fair they use a very similar process.

The feedback is strictly through email process and through a committee that the emails go to,

and then they work from there.

you know I guess I'm kind of like Joel miss it's we're doing really one high

school instead of a district-wide movement which I know some people but I

think that it would be a good process in this it's in this situation to follow

something in this this type I'm not sure too much if on on the use of the

demographers I mean since it's since it's going to be so just involved I

guess you'd say three schools I don't know if you want to if we would want to

go to the expense of hiring outside firm to deal with with just three schools you

Unknown speaker not human verified

you know so I mean it's just something I would think of and so you know that

that's a great great point if I could add because we were opening you know

many schools this year I wanted to really make sure that Scott Dunlap

actually worried I worked worked and worried I get in the plants open and has

already had our demographer assist us with the geo coding which was essential

in order for all this to happen so the the degree that the demographer has to

to be involved now is really just up to us at this point certainly the district

has run in the past all of them you know being being assisted by the demographer

Unknown speaker not human verified

but taking the lead in all the presentations certainly we'd always still

Unknown speaker not human verified

use them as a resource because sometimes when you crunch those numbers you really

need some of that very sophisticated help that they can provide mr. DeBrow

I'd like to speak to the public forum idea.

I think that's one thing that makes us unique as a community.

I hear what you're saying because we saw that last time.

You know, you change the lines a little bit and the next group showed up.

I think it would behoove us to have sort of a speak now or forever hold your peace type

public forum, thereby getting our community accustomed to if you want to be heard, you

you need to come now

whether you're in favor or against because this is when we're going to

Unknown speaker not human verified

listen

to to all of your input and make those changes

and i think communications would have to play a huge role in

communicating that it says speak now forever hold your peace time

type situation

semester to grow what you're saying is not and

and not as many public forums because it i saw that happen last time

where we made a recommendation, one group showed up, the following, another group showed up,

and we constantly have this back and forth.

Well, people who like it need to show up.

People who have problems need to show up.

Because we did find some problems through the public forum that we hadn't looked at.

So I think that's beneficial.

But the back and forth is not.

We need to have people come, maybe one event, even if you have to use the Merrill Center, it doesn't matter.

to hear from you now yeah have the map out have the feedback from online have

all of that in there and then we could take that that feedback from the public

what I'm hearing mr. Gunnell say is that other districts don't have a public time

where you come and speak by voice all of the input let me see if this is right is

is provided online through email, through an online process.

Everyone's voice is heard, but maybe not in a stand-up microphone situation.

And that, what was the word you said, separates the signal from the noise.

In the comparative model that I put up there, as you stated, is the case that if you want to be heard,

you send an email, you write a letter, whatever that may be.

Similarly, that's going to be inclined.

There are districts throughout the state that are using every type of way you can imagine to talk about rezoning,

and some of them have blue ribbon panels,

and some of them have selected members from just the impacted PTAs or whatever it may be.

The model that I'm suggesting here and a model that at least another district's moved towards,

it has considered the public forums and done them in the past,

Unknown speaker not human verified

but just don't feel they get the productivity they need out of it.

For those of you who were at all the meetings, we had groups that were physically,

not physically opposed, but just philosophically opposed to what the other group wanted,

Unknown speaker not human verified

which led to some interesting discussions over the course of that time.

and quite frankly we kind of figured all all those positions out from the email

trains that that came in we could figure out where those those neighborhoods and

Unknown speaker not human verified

land use zone stood with without the necessity of a public forum okay mr.

Mahalsky and then I'll come back to you dr. Proctor I want to continue on the

kind of community input talk and to me it's not so much the method that we use

Unknown speaker not human verified

but that it needs to be effective.

I wasn't sitting up here last year,

but it seems that much of the community input that came

Unknown speaker not human verified

was very reactive, as opposed to engaging everyone

at the beginning of the process.

And so I think, I guess what I'm saying

is I don't like the idea of producing a soft recommendation

after community input and then having more community

input after that.

I'm kind of with Henry on saying maybe fewer opportunities

but let's make sure that it's effective whatever method we use make sure we

communicate and again somehow are able to engage the people that may be

affected that may want to voice their opinions their concerns whatnot so take

a little bit different tact we've talked about communication I went to a good

Unknown speaker not human verified

session I think Henry and Henry and Terry were there on governing in the age of

Unknown speaker not human verified

transparency and we've said that's one of our fundamental concerns I am a huge

advocate for public input and public forums I've gone myself and spoke at

Unknown speaker not human verified

legislative committee meetings here in Austin and has a lot more impact than

Unknown speaker not human verified

somebody writing the greatest letter of all times so you know I would like to

have you know I think it's I think it's a good idea to go ahead and develop an

Unknown speaker not human verified

opening map the problem I have with just having a one public forum is not

Unknown speaker not human verified

everybody can be there on that day I mean you look at our meeting tonight and

we're on Wednesday night we're bumping up against an open house did I a

Unknown speaker not human verified

presidential debate yeah nothing small no I had I had to weave my way by would

creek junior high open house tonight and so if we were talking about where their kids are going

what do they go to so i'm not for having a single public forum we might want to say here's the map

talk to us here's the map still talk to us and then we'll go from there i think you need to have

more than an opportunity because everybody doesn't run on the same

schedule everybody doesn't run on the same day and I think it's vitally

important to let the public have a voice it is is there a consensus then that

I'm starting to hear that you would like to have a public forum and maybe on

on different days or is that not what I'm hearing?

Well, what I wanted to point out, Dr. Proctor,

and we're on the same page in terms

of valuing transparency.

The reason for the process we put in place,

after I first got here, we had kind of a,

here's a meeting, here's an open mic,

whoever shows up, stand in line and start talking.

And we really learned very little.

There was a lot of emotion and most of the people talking

weren't talking to us anyway they'd be talking to the crowd and folks getting revved up and we left

knowing folks were angry but we had no no no information other than we knew of the emotion

so for transparency we invited folks to come in for the first meeting to talk about our assumptions

that we use in making recommendations to look at the data we look at uh to make a recommendations

and get feedback on that uh then we'll come back with that information folks be more informed about

about how the process works in terms of developing a map,

they won't come in with the first options

Unknown speaker not human verified

and have folks come in and react to that.

But again, those who looked at the first map that was out

said, I'm happy, I'll go to the open house

instead of coming to the public forum.

Those who come to the public forum

gave us some pretty good feedback, actually.

It wasn't an open mic, it was a facilitated process

where we heard what folks agreed to

versus the frenzy being whipped up by a couple of folks who spoke to where we had fewer people who could actually speak.
